Karpenko, Penner named to USPS marketing positions 

Chief Marketing and Sales Officer James P. Cochrane has appointed Chris Karpenko and Mary-Anne Penner to key positions in his organization.

Karpenko was named Brand Marketing executive director, a position he has held on an acting basis since 2015. He oversees corporate branding efforts, including TV advertising, theMarketing Impact Calculator and mobile apps that support sales initiatives.

The 29-year employee “has brought innovation to our marketing effort with his strategic thinking and strong creative skills,” Cochrane wrote in a memo announcing the appointment last week.

Penner was named Stamp Services director, a position she’s held on an acting basis since last year. Her duties include overseeing the Citizens’ Stamp Advisory Committee; stamp subject recommendations; stamp development, printing and manufacturing; philatelic product creation; and exhibitions.

Additionally, she oversees stamp fulfillment, which includes distribution and cancellation services.

Penner has served in several positions during her 32-year career, “giving her well-rounded experience with our stamps program from perspectives throughout the organization,” Cochrane wrote.

USPS Northeast AVP Rick Uluski to retire

USPS announced two officer actions this week.

Postmaster General and CEO Megan J. Brennan announced that Richard P. Uluski, Vice President, Area Operations, Northeast Area, plans to retire from the USPS effective June 3.

In the PMG’s announcement she says: “Rick has demonstrated exceptional leadership and delivered results throughout his 36 years of federal service. With a unique balance of operational expertise and fair-minded management, Rick has improved operations and developed people in every position he has held. Kristin Seaver named USPS CIO, Kevin L. McAdams Acting Cap Metro AVP

USPS announced two key officer appointments this week to fill critical roles with the organization. Postmaster General and CEO Megan J. Brennan appointed Kristin Seaver as Chief Information Officer and Executive Vice President, effective April 9. In this role Kristin will lead the Postal Service’s efforts to drive innovation across enterprise analytics, business insights, mail intelligence, engineering systems, information security and infrastructure, and payment technology.

The second announcement was Kevin L. McAdams will be detailed as Vice President, Area Operations, Capital Metro Area according to an announcement by COO and EVP David E. Williams.

Sharon D. Owens named Pricing and Costing vice president

PMG Megan J. Brennan has appointed Sharon D. Owens as Pricing and Costing vice president.

The newly created position oversees programs to strengthen the mailing experience for commercial customers, as well as the Postal Service’s regulatory reporting functions.

Pricing and Costing VP Sharon OwensThe position, which reports to the chief financial officer, was created by combining the Pricing and Regulatory Reporting and Cost Analysis organizations. The PMG said the combination will allow the Postal Service to “maximize our organizational effectiveness by leveraging collaborations between the pricing and costing teams.”

Brennan also praised Owens, saying her “strong business insights and extensive experience will serve her well in this new role.”

Owens’ previous assignments include serving as Northern Virginia district manager and manager of industry engagement and outreach. She has a bachelor’s degree in mathematics and a master’s degree in operations research from the College of William and Mary.

Cochrane named chief marketing and sales officer

PMG Megan J. Brennan appointed James P. Cochrane chief marketing and sales officer Jan. 6.

Cochrane, who has acted in the position since May, oversees the marketing, development and management of all domestic and international products.
He also manages the Pricing, Global Business, Sales and Stamp Services organizations.

“Jim’s comprehensive understanding of customer requirements, coupled with his well-rounded business acumen and extensive knowledge of the developing digital world, will allow us to fully leverage our fundamental strengths as we carry out our long-term strategic goals,” Brennan said.

Cochrane has served USPS for more than 40 years.

Previous assignments including serving as chief information officer, Product Information vice president and Northern Virginia senior plant manager.

Cochrane named Acting USPS CMSO, Miskanic Acting CIO

The US Postal Service announced the following appointments today:

  • Jim Cochrane will serve as Acting Chief Marketing and Sales Officer (CMSO). With over 40 years of experience, Jim’s understanding of customer requirements, combined with a well-rounded business acumen, will enable him to better position the U.S. Postal Service in today’s marketplace.
  • Randy Miskanic will serve as Acting Chief Information Officer (CIO). Randy will continue the advancement of new mail intelligence, engineering systems, information technology systems, payment technology, and corporate information security to meet the changing needs of today’s marketplace.
