Lets see. Sitting on a SPBS/APBS console has always been a clerk job. And Management mistakenly awards it to the Mail-handlers and then decides the decision was wrong and awards the job to clerks… Whats the problem?

The mail handlers, who to date have been untouched by automation, will soon be eliminated, as their jobs are going to be taken by automation, too, or worked by lower level clerks. Clerks can work in any postal facility, while mail handlers are limited to processing plants.
